SACRAMENTO, Calif. — The Locust Group has expanded its work supporting Equal Employment Opportunity initiatives across the California Community Colleges system to include reviews of district EEO plans, annual certification submissions, workforce data, and related institutional strategies.


Through this engagement, The Locust Group assists with evaluating whether district submissions clearly document required activities, demographic information, areas of underrepresentation, institutional progress, and strategies for strengthening equal employment opportunity.


The work requires reviewing complex submissions from community college districts across California and translating findings into concise, practical feedback that can support institutional improvement and statewide oversight.

“An effective EEO plan should is more than a compliance document,” said Dr. Jonathan Locust Jr., principal of The Locust Group. “It should help an institution understand its workforce, recognize where disparities may exist, and connect that information to meaningful organizational action.”


The Locust Group’s responsibilities include reviewing district narratives and supporting data, identifying incomplete or unclear information, evaluating connections between findings and proposed strategies, and providing research-informed feedback for consideration by district and statewide leaders.


The firm also supports annual certification processes used to document district progress, implementation activities, and continued alignment with California’s EEO requirements.


Because community college districts vary substantially in size, geography, workforce composition, and organizational capacity, the review process requires both consistency and sensitivity to local context.
